What's considered the worst stage of Cancer?

Yeah, stage Iv normally indicates that the cancer has spread to other elements of the body, which makes it much more difficult to deal with. but does that necessarily make it the worst stage? What on the emotional toll of earlier stages, like stage Ii or Iii, when you're still battling the disease but haven't reached that point of metastasis?
